[Servers] Less lag and more servers!

Do you hate lagging when grinding maps? We do too!

To resolve the server FPS lag on the JA2 dedicated map servers, we have opted to cap the maximum number of players that can join each server to 22. In compensation, we have spawned additional servers to fill in the gap:
